POSITION DESCRIPTION
The Senior Card Operations and Project Governance Officer operates within the Card Services Division, reporting directly to Manager, Card Project Governance. This senior-level individual contributor role is responsible for driving end-to-end project governance, executing complex project management functions, and ensuring that all card-related initiatives align with strategic goals, regulatory mandates, and operational excellence.
DUTY & RESPONSIBILITY
- Partner with the line Manager to design, implement, and continuously refine the project framework, methodologies, governance tools, and templates for the Card Services Division.
- Take ownership of end-to-end card project portfolios, proactively tracking delivery milestones and cross-project dependencies.
- Drive robust risk and issue management processes, identifying potential roadblocks early and escalating critical items to the Manager with mitigation options.
- Prepare comprehensive executive reporting, dashboards, and data-driven insights to facilitate decision-making for Project Steering Committee.
- Monitor and analyze project KPls, resource capacity, and utilization metrics across the division to optimize delivery efficiency.
- Ensure strict adherence to internal compliance standards, regulatory requirements, and card scheme mandates (e.g., Visa, Mastercard, UPI), Central Bank guidelines throughout the project lifecycle.
- Act as a primary liaison between Business Units, IT development teams, and external vendors/stakeholders to streamline communication and resolve alignment issues.
- Perform other ad-hoc projects and tasks assigned by the line manager.
QUALIFICATION
- Bachelor's degree in business administration, Finance, Computer Science, or related field.
- Minimum of 1-3 years of experience in project management, PMO governance, or portfolio management, preferably within the Banking or Payments industry.
- Demonstrated track record of independently managing complex, cross-functional projects within highly regulated financial environments.
- Exceptional stakeholder management and negotiation skills, with the ability to influence cross-functional teams and senior leadership.
- Preferred: Familiarity with project management frameworks and methodologies (e.g., Agile/Scrum).
- Good in English and Khmer for both speaking and writing.
