On August 31, 2026, the General Commissariat of National Police (GCNP) of the Ministry of Interior signed a Memorandum of Understanding (MOU) with Canadia Bank at its Head Office. The ceremony was presided over by H.E. Lieutenant General Chev Hak, Deputy Commissioner General of the National Police, representing the Commissioner General of the National Police, and Mrs. Chheang Sophea, Head of Consumer Banking Division, representing Lok Neak Oknha Dr. Pung Kheav Se, Chairman of the Board of Directors of Canadia Bank. The event was attended by the senior leadership of the General Commissariat of National Police, representatives from the Traffic Police and Public Order Department, Bank executives, and media personnel.
H.E. Lieutenant General Chev Hak, Deputy Commissioner General of the National Police, stated:
"The signing of this Memorandum of Understanding between the General Commissariat of National Police and Canadia Bank to collaborate on road traffic fine payment services is part of our management’s reform aimed at providing convenience to citizens and enhancing the enforcement of the Road Traffic Law. Our ultimate goal is to foster a traffic culture built on legal compliance, zero offenses, and public safety. Through this partnership, the General Commissariat of National Police aims to make it significantly easier for citizens to settle administrative traffic fines, offering a seamless alternative alongside direct payments at traffic police stations."
Mrs. Chheang Sophea, Head of Consumer Banking Division of Canadia Bank, remarked:
"Today's MOU signing represents another significant milestone in advancing digital transformation and digitizing public service payments with cutting-edge financial technology, aligning with the Royal Government of Cambodia's Pentagonal Strategy – Phase I, which prioritizes technology as a key pillar. Starting in September 2026, the General Commissariat of National Police will permit individuals cited for road traffic offenses to pay their fines via Canadia Bank KHQR or directly at traffic police stations.
